Understanding the role of a Councillor

Councillors have roles and responsibilities under NSW legislation, both collectively as the governing body of the council and individually as members of the governing body. Each mayor and councillor in NSW is also responsible for making all reasonable efforts to acquire and maintain the skills necessary to perform their role.

AlburyCity has developed a comprehensive and phased induction program designed to support our councillors in meeting the high demands of their role.

Information sessions

AlburyCity is holding two candidate information sessions (one in person and one virtually) for those who are interested in finding out more about becoming a councillor.

Attending an introductory information session is essential for all potential candidates considering standing for election in the local government elections.

The sessions, which will be informal and interactive, are an opportunity to hear about:

  • the system of local government in NSW
  • the role of Council and its services and functions
  • the roles and responsibilities of the Mayor and Councillors and how this differs from the role of the CEO and Council staff
  • what is expected of a councillor including the skills and attributes required, plus information about how AlburyCity supports its councillors
  • potential challenges of the role and how to manage these
  • how councillors get elected and what will happen if you are elected

Displaying Election Signage and Electoral Matter

We provide this information for the awareness of candidates and seek compliance with all advice and regulations.

Council will take action by removing offending signage from any Council-owned assets, public land, trees, or any public place under the care or control of AlburyCity. If repeated instances of non-compliance occur, on the spot fines will apply.

Election signs and electoral matter are regulated under the Election Act 2017 and State Environmental Planning Policy (Exempt and Complying Development Codes) 2008.

The Election Act (section 184) requires that advertising material, including signs and posters, cannot be displayed on or within land or buildings occupied, used by, or under the control or management of the Crown, NSW Government agencies, or a Council.

Advertising on private land or buildings can only be undertaken with the written consent of the owner, or the property is owned or jointly owned by the candidate.

You are not permitted to display election signage on public land or a public place, which includes any Council owned asset, public land, trees, or a public place under the care or control of AlburyCity.

  • Election signage and electoral matter is not permitted on Variable Message Signs (VMS).
  • Election signage must not have an area greater than:
    • 3.75m2 on land in a rural zone, and
    • 0.8m2 in any other zone.
  • Election signage must not be attached to a building on the site of a heritage item or draft heritage item.
  • Election signage must be displayed ONLY during the following periods—
    • Eight (8) weeks immediately preceding the day on which the election is held,
    • the day on which the election is held,
    • One (1) week immediately following the day on which the election is held.

Name and address on electoral material

You must not, during the regulated period, print, publish, distribute or publicly display electoral material without legibly showing on the material:

  1. the name and address of an individual on whose instructions the material was printed, published or distributed, and
  2. if the material has been printed, the name of the printer and address at which it was printed.
