Licence Plate Recognition System
AlburyCity uses a Licence Plate Recognition (LPR) system to help manage timed parking in the Albury and Lavington CBDs.
From 6 October 2026, AlburyCity will introduce a new Licence Plate Recognition (LPR) system to help manage timed parking in the Albury and Lavington CBDs.
The system will use cameras mounted on Council vehicles to check how long vehicles have been parked in timed parking areas. It is a modern form of technology that replaces 407 parking sensors and chalking tyres.
What does this mean for you?
Parking will remain free, we are not introducing paid parking. You will still need to follow the allowed time limits shown on parking signs. There is no change to existing parking laws or how parking fines are issued. As required by law, parking fines will continue to be placed on the offending vehicle.
The aim is to improve parking turnover and operational efficiencies, making it easier for customers, visitors and businesses to find available parking in busy areas.
How does the LPR system work?
The LPR system uses cameras mounted on AlburyCity vehicles to scan licence plates as they travel through the CBDs.
The system records the location and time a vehicle is seen in a parking space. This allows our staff to identify vehicles that may have overstayed the allowed parking time limit.
The system will reduce the need for our staff to regularly walk along busy roads to monitor parking, helping them manage parking compliance more efficiently and safely.
Why is AlburyCity introducing the system?
Our existing in-ground parking sensors have reached the end of their useful life.
The LPR system provides a more cost-effective way to monitor timed parking, reducing the ongoing cost of parking technology.
It will also give Council a better understanding of how parking spaces are being used across the CBDs, helping to inform future parking and transport planning decisions.
Will the system take images of people?
The LPR system is designed to focus on vehicle licence plates and includes a face-blocking feature to help protect people's privacy.
Information collected by the system will be stored securely and can only be accessed by authorised staff. AlburyCity will manage the information in accordance with relevant privacy and data protection requirements.
How long does the system keep images of my car and number plate?
Images captured by the LPR system will be kept for up to 48 hours, after which they will be automatically deleted from the system. Any images attached to an issuedPenalty Notice will be stored with Revenue NSW.
What happens if I overstay the time limit?
If the LPR system identifies that a vehicle has stayed longer than the allowed parking time limit, an AlburyCity staff member will review the information and may issue a Penalty Notice (fine) if an offence has occurred. The Penalty Notice will be placed on the vehicle's windscreen.
How do I pay the fine?
AlburyCity does not accept payment for parking Penalty Notices, this is managed by Revenue NSW. If you receive a Penalty Notice, please follow the payment instructions on the notice.
If you believe a Penalty Notice was issued incorrectly, or you want to request a review or elect to have the matter heard in court, you must follow the instructions on the Penalty Notice and contact Revenue NSW.
What if I have a parking permit?
If you have a Council issued Residential Parking Permit or a Service NSW issued Mobility Parking Permit, please ensure this is clearly displayed in your windscreen. The AlburyCity staff member will check for these permits when approaching a vehicle.
