New technology to improve access to CBD parking while keeping it free

AlburyCity will introduce a new Licence Plate Recognition (LPR) system from 6 October 2026 to help improve the availability of free timed parking in the Albury and Lavington CBDs.

14 Sep 2026 – Updated 1 month ago

The LPR system uses cameras mounted on AlburyCity vehicles to scan the licence plates of vehicles parked in timed parking spaces. The system records when and where a vehicle is parked, allowing staff to identify those that have remained in a space beyond the displayed time limit.

The technology will help Council monitor timed parking more efficiently and ensure parking spaces are available for more people throughout the day.

Parking will remain free, with motorists still required to observe the time limits displayed on parking signs. There are no changes to existing parking restrictions or the way parking fines are issued.

Albury Mayor Kevin Mack said the new system responded to community feedback about parking in the CBDs.

“Community feedback has been clear that people value having free parking in our CBDs, so this is a practical way we can improve the availability of parking without introducing fees,” Mayor Mack said.

“Timed parking helps spaces turn over throughout the day, giving customers, visitors and people accessing local businesses and services a better chance of finding a park when they need one.

“Motorists who comply with the existing time limits will not be affected.”

The existing parking sensor network, comprising 407 sensors across the Albury CBDs, has reached the end of its operational life and is due for replacement. Transitioning to LPR technology will reduce annual operating costs by more than $100,000.

In the event a parking infringement is challenged, the technology captures multiple images to support the review process. These images are provided to Revenue NSW and show the vehicle's registration plate and position only. The system does not capture facial images.

LPR will also provide Council with information about how parking spaces are being used across the CBDs. This data will help Council better understand parking demand, and plan for future parking and transport needs.
