Albury Infrastructure Contributions Plan 2014

AlburyCity has endorsed a draft Amendment to the Albury Infrastructure Contributions Plan 2014.
The purpose of the draft Amendment is in regards to when a quantity surveyor must prepare a Cost Summary Report.

Changes to the Requirements for Assessing and Determining S94A Infrastructure Contributions

AlburyCity has endorsed a draft Amendment to the Albury Infrastructure Contributions Plan 2014, being changes to the requirements for assessing and determining Section 94A Infrastructure Contributions.

The purpose of the draft Amendment is in regards to when a quantity surveyor must prepare a Cost Summary Report.

Currently Section 3.14.3 of AICP 2014 regulates who can fill out a Cost Summary Report, this is reproduced below:

3.14.3 Who may provide a Cost Summary Report?

The following persons are approved by the Council to provide an estimate of the proposed cost of carrying out development:

  • where the applicant’s initial estimate of the proposed cost of carrying out the development is less than $1,000,000 – any building industry professional; or
  • where the applicant’s initial estimate of the proposed cost of carrying out the development is $1,000,000 or more – a quantity surveyor who is a registered member of the Australian Institute of Quantity Surveyors.

Based on industry feedback and ongoing concerns with accessing and providing Quantity Surveyor reports as well as standards adopted by other local government authorities, it is proposed to amend Section 3.14.3 of AICP 2014 to read as follows:

3.14.3 Who may provide a Cost Summary Report?

  • where the applicant’s initial estimate of the proposed cost of carrying out the development is less than $3,000,000 – any building industry professional; or
  • where the applicant’s initial estimate of the proposed cost of carrying out the development is $3,000,000 or more – a quantity surveyor who is a registered member of the Australian Institute of Quantity Surveyors.
